1.    Apologies for absence

 

Apologies were received from Councillor John Wray.

 

2.    To receive any Declaration of Interests regarding Agenda items

No declarations were noted.

3.    To approve Minutes of the meeting held on Wednesday 20 July 2022

The minutes were approved by Councillor Greg Gnyp and seconded by Councillor Elaine Gnyp.

4.    To discuss Matters arising from the last meeting.

BT Pole – Reports from BT that this matter has been resolved is inaccurate.

Action: Clerk to follow up concerns that this is still outstanding.

a)    Footpath for Smithy bend – update

Councillor Greg Gnyp updated the Council on the progress of the project. The signed copies of the agreement between Cheshire East Council Rights of Way and George Barlow have been submitted and the final copies are being prepared. Cheshire East Council advised after the agreement that the Council would require Planning Permission to be obtained due to the removal of part of the hedgerow and for the footbridge. The application was submitted and rejected within two days, a further application has been submitted which has been accepted and is awaiting approval. The final decision date is scheduled for 28 October 2022 – 22/2944C.

Action: Councillor Mike Ollier will contact Willis for a quote which can be considered if received prior to the end of October 2022.

b)   Hollins Green Boundary Signs – update

The Highways Department have still not scheduled a date for this works, the Clerk has been chasing this as the payment was made several months ago. The work is awaiting another project of Highways work with a further tentative date for October 2022.

6.    Planning Matters

The current planning permission applications progress was noted.

7.    Correspondence Received and Updated Actions (Clerk)

PCSO – Sue Holt, Elworth and Brereton Rural Community Support Officer has resigned from her post, as of yet there is no current replacement.

Online Banking – The Clerk and Councillor Gnyp have submitted changes to the mandate.

Action: Councillor Steve Beck to check the progress to approve his signature. The deadline for this is the beginning of October 2022.

Local Elections May 2023 – The re-election of Town and Parish Councils is due in May 2023. There will be further training workshops which will be led by the Clerk closer to the time to ensure the Council is prepared in advance for the process.

8.    To receive and discuss matters raised by members

Traffic Issues – Councillor Mike Ollier had raised two concerns from local residents regarding an increase of heavy good vehicles through the Parish. The project with Lornes has now ceased but the concerns noted

Road Conditions – Councillors highlighted the poor condition of the roads in the Parish as a concern.
